Türkiye to Develop Disaster-Resilient Healthcare Infrastructure with €620 Million from ADB
The Asian Development Bank (ADB) will provide Türkiye’s Ministry of Health with a €620 million loan to support the development of a healthcare infrastructure network capable of withstanding natural disasters. The Turkish government will contribute an additional €182 million in co-financing.
Türkiye’s healthcare system currently faces ongoing risks from earthquakes and other natural disasters. The impact of the 2023 earthquakes alone caused severe damage to 136 hospitals and 15% of primary healthcare facilities.
At the same time, demand for new healthcare services is also growing. In particular, approximately 17% of the country’s population experiences mental health problems or related difficulties.
With the overarching goal of improving the quality of healthcare services, the Health Infrastructure Enhancement and Lifesaving Medial Advancements Sector Project will support the construction of nine secondary and tertiary care hospitals, including two research and training hospitals and a specialized mental health facility.
The new facilities will incorporate earthquake-resistant designs, backup power and water systems, and emergency communication systems to ensure the continued delivery of healthcare services during natural disasters. The project will also integrate renewable energy sources and energy-efficiency measures, including passive ventilation and cooling systems and high-performance building envelopes.
The facilities will also include private rooms for triage, breastfeeding, and caregiver support services, with a focus on strengthening protections for women, children, older adults, and people with disabilities.
The design of the new healthcare facilities will aim to meet the national equivalent of LEED Gold green building certification. Meanwhile, the quality of care and patient safety will be enhanced to meet national standards established by the Türkiye Health Care Quality and Accreditation Institute (TÜSKA).
By 2033, the hospital network developed under the project is expected to serve a total of 300,000 patients annually.
