The Inter-American Development Bank (IDB) approved a $35.3 million loan for the state of Espírito Santo in Brazil to improve the accessibility and quality of justice services, strengthen the accountability and efficiency of the judicial system, and contribute to the modernization of technological infrastructure.

The program will focus on:

• Improve accessibility to justice services for the vulnerable, including digital inclusion, modernization of services and training of judicial personnel.
• Strengthen physical and digital infrastructure. Investments will be made in the modernization of the courts’ infrastructure, the implementation of technological solutions and the development of artificial intelligence tools to improve the efficiency of judicial processes.
• Improve accountability and transparency. Policies and actions will be implemented to strengthen the rendering of accountability of the judicial system, including the implementation of conflict mediation mechanisms and environmental justice actions.
• Strengthen institutional capacity. Change management plans will be implemented to strengthen the governance and management capacity of the judicial system, and a Cybersecurity Center (SOC) will be implemented to improve cybersecurity.

This project is part of the IDB’s PRO-SEGURANÇA Program, which aims to improve the efficiency and effectiveness of public safety and justice programs in Brazil. The $35.3 million loan has a repayment term of 24.5 years, a 6-year grace period, an interest rate based on SOFR, and a local counterpart of $8.8 million.

This program is expected to have a significant impact on the state of Espírito Santo, improving access to justice for all citizens, strengthening the rule of law and contributing to public security.
