The World Bank finances the expansion of the Multipurpose Cadastre in Colombia
The World Bank (WB) approved a US$100 million loan to expand the implementation of the Multipurpose Cadastre in Colombia, with the aim of modernising land administration and improving legal certainty, territorial planning and fiscal efficiency.
The programme aims to strengthen the National Cadastral Management System and expand the coverage of up-to-date information on the country’s land, incorporating physical, legal and usage characteristics. To this end, it will promote the training of institutions and communities, modernise geospatial infrastructure and promote the use of data for risk management, property taxation and public decision-making. It also plans to generate new job opportunities by training women and vulnerable populations, and will have the support of the International Finance Corporation to attract private investment linked to the sector.
The expected results include greater efficiency in updating the land registry, increased coverage of reliable data, and better identification of land tenure rights holders, with an emphasis on gender and ethnic community inclusion. The programme also seeks to complement and expand the project initiated in 2019, extending its impact to the subnational level and consolidating previous advances in land management.
In addition to its institutional and social benefits, the Multipurpose Cadastre contributes to improving the investment climate by providing standardised and verifiable information on land, which facilitates formalisation processes, boosts the property market, expands access to credit and reduces uncertainty for public and private projects.
Funding will be provided through a Programme for Results (PforR) modality, whereby disbursements are made only when verifiable targets are met, ensuring efficient implementation and concrete effects on fiscal sustainability and social inclusion.
