The European Union allocates €175 million to modernise the railway in Montenegro
The European Union will allocate €175.6 million to the modernisation of the Bar–Golubovci railway section, a 39-kilometre line considered strategic within the extended Trans-European Transport Network (TEN-T). This corridor connects the port of Bar with Belgrade and is a key link between Montenegro and the Western Balkans with Central Europe.
The project will increase train speeds and significantly improve the safety, reliability and capacity of the service. Once the works are complete, the line will be able to serve 1.3 million passengers per year and transport 1.85 million tonnes of freight, while also promoting multimodal transport and shifting traffic from road to rail, with benefits for the green transition and climate resilience.
The financing includes a €63 million loan from the European Investment Bank and a €112.6 million grant from the European Commission, channelled through the Western Balkans Investment Framework. The total cost of the project amounts to €230.8 million, supplemented by contributions from the European Bank for Reconstruction and Development and the Government of Montenegro.
European institutions and Montenegrin authorities agree that this investment strengthens regional connectivity, boosts trade and tourism, and helps align the country’s infrastructure with EU standards, supporting its European integration process.
