The World Bank approved $50 million in financing for Guatemala to modernize the government’s financial systems. This project, called “Smart Public Finance: Data-Driven Public Expenditure Management for Greater Efficiency,” aims to modernize the government’s financial systems, strengthen transparency, improve the efficiency of public spending, and optimize decision-making, thereby improving the quality of and access to public services.

The initiative is structured around three main areas:

• First, it seeks to improve the way the public budget is planned and implemented to ensure more efficient use of resources and deliver higher quality services in key sectors such as education, health, social protection, and basic infrastructure.
• Second, it aims to modernize the government’s financial technology systems, ensuring that they are more secure against cyberattacks and function in an integrated and sustainable manner.
• Finally, it proposes to strengthen inter-institutional coordination and promote the use of data in decision-making to achieve public management that is more responsive and oriented toward the real needs of the population.

The project is aligned with the 2024–2028 General Government Policy, specifically its pillar on efficient and transparent public service, and is part of the World Bank’s Multiphasic Program Approach (MPA) for Central America, with total regional financing of US$140 million. The first phase will be implemented in Guatemala, laying the groundwork for more efficient and transparent use of public resources.

Overall, the initiative seeks to strengthen the government’s capacity to provide quality services, improve accountability, and consolidate stronger and more efficient institutions for the benefit of all citizens.
