EBRD strengthens strategic infrastructure in Turkey
The European Bank for Reconstruction and Development (EBRD) has announced new investments aimed at strengthening critical infrastructure in Turkey.
The institution will finance two main projects:
- A €110 million loan extension to complete the Ümraniye-Ataşehir-Göztepe metro line in Istanbul.
- A €42 million sovereign loan to build a new wastewater treatment plant with a capacity of 75,000 cubic metres per day in Osmaniye, a province severely affected by the earthquakes of February 2023.
The new metro line will connect major residential areas, business centres and a key healthcare institution, including the Istanbul Financial Centre. The project aims to improve mobility in the Asian part of the city, offer a fast, low-carbon alternative to private vehicles, and reduce congestion, pollution and emissions. The initiative is also aligned with the climate action plan adopted by the city in February 2025 as part of the EBRD’s Green Cities programme, developed with technical support financed by the TaiwanBusiness-EBRD Technical Cooperation Fund.
In Osmaniye, the new facility will replace an overloaded plant that cannot meet growing demand. The infrastructure will enable treated water quality to meet European Union standards, improve regional water quality, and reduce greenhouse gas emissions through anaerobic digestion and biogas recovery systems. The project also includes an institutional strengthening programme to improve crisis response capacity, asset management and local operational resilience. Iller Bankasi will act as the project’s implementing agency in the city, and the municipality will strengthen data collection from its residents to improve accessibility, efficient use of services and public health benefits.
